2026-2027 Snow Clearing Assistance Pilot Program

The Town of Cobourg Public Works and Engineering Division is launching a new Snow Clearing Assistance Pilot Program for the 2026-2027 winter season, providing an opportunity for municipal sidewalk and driveway windrow snow removal for residents aged 65 and older or who are unable to clear snow due to a disability.
During this pilot period, the program will be limited to 25 eligible applicants who will be selected through an electronic lottery process. Please note, only applicants selected for the program will be notified.

Terms and Conditions

Applicants must review and agree to the terms and conditions as outlined in the 2026-2027 Snow Clearing Assistance Pilot Program Application Form.

The Town of Cobourg reserves the right to determine when the snow clearing will be performed. Service will commence after the town’s plows have completed routes and when more than 5 cm (2 inches) of snow has accumulated (as determined by the town). Due to the nature of winter operations, severe storms and emergencies may affect response times, therefore the town cannot guarantee specific schedules.

  • The program operates from November 1st, 2026, to March 31st, 2027
  • Service includes snow clearing of municipal sidewalk (approximately 3 ft wide path)
  • Service includes snow clearing of centre portion (one car width) of windrow at end of driveway

The town will NOT deploy for snow clearing unless there is more than 5 cm (2 inches) of snow accumulation (as determined by the town). The town will NOT deploy in the event of freezing rain. This may result in snow clearing services for some, and not all snow falls. Therefore, the property owner/tenant shall be liable to clear the municipal sidewalk or be subject to enforcement action under the Ice and Snow Removal By-Law 014-2025.

This program does NOT include the clearing of the entire driveway or private property walkways leading to municipal sidewalks.

This program does NOT include the application of sand and salt to municipal sidewalks or any portion of the driveway that may result in hazards, such as slippery and unsafe conditions on public property. Applicants should that the Ice and Snow Removal By-Law 014-2025 requires that sand and salt be applied to the sidewalk by the property owner.

Applicants must ensure municipal sidewalks and windrow area are kept clear of parked vehicles, garbage/recycling bins, and other obstructions that may interfere with snow clearing services.

Applicants must understand that equipment used during snow clearing services could possibly result in surface damage to driveways or damage to adjacent landscaping and agree that the Town of Cobourg will NOT be responsible for such damage.

Applicants must agree to notify the Town of Cobourg if they move from this address through the winter season, or if they are away for an extended period (i.e., more than 2 consecutive weeks).

Applicants acknowledge that if they are selected as program participants, they will be asked by the town, upon conclusion of the Pilot Program, to complete a survey that will evaluate program effectiveness, service delivery, and support future program planning.

Applicants must understand breach of the Program Terms and Conditions will result in termination of their enrollment in the program and ineligibility for future enrollment in the program.

Applications are valid for the current season and subsequent seasons must be applied for separately.

Failure to submit applicable required documentation within 15 business days of notification to participate in the program will result in surrendering of enrollment and the program will be offered to the next eligible applicant.

Failure to make payment within 15 business days (October 6, 2026) of notification to participate in the program will result in surrendering of enrollment and the program will be offered to the next eligible applicant.

Once payment has been made, it is non-refundable.

Municipal Sidewalk Clearing Services

  • Includes snow clearing of approximately 3 ft wide path of fronting and adjacent sidewalks of property
  • Does not include clearing of private walkways leading to municipal sidewalks
  • Does not include sanding or salting

Driveway Windrow Clearing Services

  • Includes snow clearing of centre portion (one car width) of the windrow at end of driveway
  • Does not include clearing of entire driveway
  • Does not include sanding or salting

Criteria for Program Activation

  • More than 5 cm (2 inches) of snow accumulation, as determined by the town
  • Service will commence after the town’s plows have completed routes
  • Severe storms and emergencies may affect response times
    • Please note: the town will NOT deploy in the event of freezing rain

Eligibility

Upon selection, proof of meeting eligibility will be required.

To be eligible for the program, you must be one of the following (with proof of age or disability):

  • 65 years and older, OR
  • Unable to clear snow due to a disability

Program Selection

Submitting a completed application form will ensure participation in the electronic lottery process for program selection and does not guarantee enrollment into the program.

Only applicants selected through the electronic lottery process will be notified. Those selected will be notified accordingly and will be required to provide documentation and payment within 15 business days of notification.

Fees

A seasonal fee of $100.00 (HST included) is due within 15 business days, upon confirmation to participate in the program.

Accepted payment methods are cash, debit, and cheque (payable to “The Corporation of The Town of Cobourg”).
