Downtown Parking

Changes to Parking in Cobourg - Approved March 25, 2026

Downtown parking is free for three hours, year-round. After three hours, downtown parking is $2.50/hour, for both on-street and parking lots. Payment for additional time may be made at Pay and Display machines or parking meters, or through the HONK Mobile app. 

On-Street Paid Parking

Downtown parking for both on-street and Municipal Lots are free for the first three hours. After three hours, parking is $2.50/hour.

Payment options for Downtown on-street parking include:

  • Parking Meters - Accept coins, credit card and debit 
  • Pay and Display - Accept coins, credit card and debit
  • HONK Mobile - With the Honk app, residents and visitors can seamlessly search, pay for and top up parking from a phone, tablet or computer.
    • How it works:
      • 1. Download the HONK Mobile app. Find it at honkmobile.comGoogle Play or the App Store
      • 2. Set up your account. Add as many vehicles and payment sources as you like to your profile.
      • 3. Use HONK Mobile to pay for your parking in all Cobourg on-street locations and Pay & Display lot
  • Eligible Parking Permits (see next section)

Parking Permits
The following Parking Permits are available for purchase online at
parking.cobourg.ca and from the Municipal Law Enforcement and Licensing Services (201 Second Street) office and Victoria Hall (55 King Street West), from 8:30 a.m. to 4:30 p.m. on weekdays.

Two vehicles can be registered on one Parking Permit, and both vehicles can utilize the permit at the same time.

Cobourg Resident Parking Permit

  • $10/month year-round
  • Valid for parking in both downtown and waterfront lots and on-street parking
  • Includes overnight parking in lots and on street year-round

Northumberland County Resident Permit

  • $40/month year-round
  • Valid for parking in both downtown and waterfront lots and on street
  • Includes overnight parking in lots only

DBIA Employee Permit

  • $20/month year-round
  • Valid for downtown parking lots (does not include waterfront designated areas)

Accessible parking in Cobourg is free for Cobourg residents who have registered for an annual Cobourg Resident Accessible Permit, both in accessible and other lawful parking spaces.

Visitors (non-residents) are required to pay applicable parking rates. Accessible parking spaces have a three-hour time limit. 

Parking is enforced 24 hours a day, seven days a week.

  • Fail to pay to park in Parking Meter/Pay and Display Lot at the Downtown Parking Area - $80.00
  • Park expired time at a Parking Meter or Pay and Display Area - $80.00

The Administrative Monetary Penalty (A.M.P.) system is a fast and flexible process for payment, appeal and collection of minor by-law infractions. This approach is used by many municipalities, the province and the federal government and is designed to streamline the enforcement process and increase compliance with Town of Cobourg by-laws.

A.M.P. enforcement transfers by-law disputes from the courtroom to the municipality using Screening and Hearings Officers who can modify, cancel, or affirm penalties. Learn more at Cobourg.ca/amp

Overnight parking is from 11 p.m. to 7 a.m.

The following Overnight Permits are available for use in all Municipal Parking Lots Overnight:

  • Daily Permit $10/night
  • Overnight Monthly Permit $100/month
