Traffic Signal Installation Update: D’Arcy Street Intersections
Cobourg, ON (September 4, 2026) – The Town of Cobourg’s Public Works and Engineering Division would like to provide an update to residents on the installation of the new traffic signals at the intersections of Elgin Street East and D’Arcy Street, and University Avenue East and D’Arcy Street.
The new traffic signals at the intersections will not be operational for the start of the school year as originally anticipated, due to longer-than-anticipated delivery times for required equipment.
The majority of physical construction at both intersections is still expected to be completed before school begins. Remaining work will continue after school resumes, with traffic control measures in place to help maintain safe traffic and pedestrian movement. No lane restrictions will be permitted during the peak periods of 7–9 a.m. and 3–6 p.m.
Construction Update
- Elgin Street East and D’Arcy Street: Installation and restoration work is underway. Remaining work will focus primarily on electrical connections, testing and final adjustments.
- University Avenue East and D’Arcy Street: Installation is progressing, with additional signal equipment expected to be installed shortly. Some remaining equipment is expected to arrive in early October.
The Town continues to work with the contractor and utility providers to complete the remaining work and bring the new signals into operation as soon as possible. The upgrades to the intersection at Division Street and University Avenue are progressing and expected to be completed by mid-November.
