Draft Parks and Recreation Master Plan Now Available for Community Review

Cobourg, ON (May 20, 2026) – The Town of Cobourg Community Services Division is pleased to announce that the draft Parks and Recreation Master Plan is now available for community review on EngageCobourg.ca. Residents are encouraged to view the plan and executive summary, explore the recommendations, and share their input by Monday, June 8, 2026.

The Parks and Recreation Master Plan will guide the planning, development, management, and enhancement of Cobourg's parks, trails, recreation facilities, and programs over the next 10 years. The Town of Cobourg engaged thinc design (Toronto-based landscape architecture and planning firm) to support the development of this important plan.

Project Progress

Community engagement began in Fall 2025, when the Cobourg community was encouraged to meet with the consulting team at an in-person Community Workshop and share feedback through an online Engage Cobourg survey.

A telephone survey was administered to 300 households to capture a statistically representative sample of community needs and interests, including users and non-users of parks, facilities, and programs.

The consulting team also conducted engagement activities with Town Council, municipal staff, and community partners, organizations, and groups that use parks and recreation facilities including sports leagues, seniors, and youth.

A Consultation and Engagement Summary Report was presented to Council in January 2026 and is available to view on the project page.

Review the Draft Plan and Share Your Feedback

The draft Parks and Recreation Master Plan is ready for review. It is divided into four areas of needs assessments:

  • Parks and Open Spaces
  • Indoor and Outdoor Recreation Facilities
  • Programs and Events
  • Service Delivery

Within each of the assessments are recommendations to guide the Town over the next 10 years. The consulting team developed these recommendations based on site observations,
usage data, facility schedules, municipal goals, feedback from the community, related plans and policies, discussions with staff, comparator municipalities, and emerging trends.

The draft plan, executive summary, and recommendations are available for review on EngageCobourg.ca/parksandrec. Community members are encouraged to:

  • View the draft Parks and Recreation Master Plan and executive summary
  • Explore the recommendations proposed for Cobourg's parks and recreation future
  • Provide feedback through EngageCobourg.ca before the deadline of June 8, 2026

Visit the Open House on May 25

The Town of Cobourg invites all community members to attend a drop-in Open House on Monday, May 25, 2026, from 5 to 7 p.m. at the Cobourg Community Centre (750 D'Arcy Street, Cobourg).

Panels will be on display throughout the room focusing on different areas of the Parks and Recreation Master Plan. Town staff and the project consultants from thinc design will be onsite and available to chat with attendees. This is a great opportunity to learn more about the recommendations and ask questions.
