The Town of Cobourg is excited to announce the implementation of the Affordable & Rental Housing Community Improvement Plan (CIP) for 2021. The CIP provides a comprehensive tool kit of financial incentive programs specifically designed to help stimulate the provision of affordable and rental housing in the community in accordance with the County of Northumberland and Town of Cobourg Affordable Housing Strategies. The CIP is also aimed at encouraging the implementation of sustainable, urban and accessible design, particularly associated with affordable and rental housing projects.
On June 28, 2021, Cobourg Municipal Council approved an Implementation Plan for the CIP Application Intake for 2021. Council has also directed that projects which increase the supply of purpose-built rental housing, smaller units, second units, and transitional housing are to be prioritized and expedited as part of the 2021 CIP Intake.
Incentives |
Incentives contained within the CIP include grants and/or loans to cover a portion or all of relevant application fees, development charges, parking levies, property tax increases and eligible construction costs associated with new affordable and rental housing units. |
Programs Included in the CIP |
Specifically, the CIP includes the following programs: • Building & Planning Fee Waiver/Reduction Program • Development Charge Grant Program • Property Tax Increment Grant Program • Renovation & Construction Grant/Loan Program (Second Units) • Cash-in-Lieu of Parking Reduction program • Universal Design Grant/Loan Program* • Sustainable Design Grant/Loan Program* • Brownfield Redevelopment Grant Program* *these programs only apply to proposals that include affordable housing. |
Who Can Apply? |
The 2021 CIP Application Intake will apply to eligible affordable and transitional housing proposals in the Town of Cobourg in accordance with the CIP program requirements. Proposals may be submitted by: • Cobourg property owners |

The deadline to submit a proposal application to the Town of Cobourg is Tuesday, September 21, 2021. |
