Speaking Before Council

In the Town of Cobourg, we believe that communication between residents, Council and Town staff is a critical part of developing an effective and open municipal government. We encourage you to attend and provide your feedback at Council meetings. The Town of Cobourg Delegation rules are governed by the Procedural By-law.

Council Meetings use a hybrid meeting model. Members of Council and Municipal Staff will have the choice to participate in-person in Council Chambers or to participate virtually via electronic participation. Meetings are livestreamed online, with a recorded video available afterwards, at Council Meetings | Town of Cobourg

If you cannot attend a meeting, you may submit written correspondence to clerk@cobourg.ca. Correspondence received by 12 p.m. the business day prior to the meeting will be circulated to Council prior to the meeting. 

If you wish to speak to Council regarding an Item on the Consent Agenda or Items Extracted from the Consent Agenda, you may attend the meeting in-person or electronically. Speakers may speak for up to 10 minutes of uninterrupted time and only on the matter pertaining to the item.

To speak in-person fill out a Request to Speak form at the meeting, you do not need to submit in advance, and provide it to Clerk’s staff at the meeting.

If you prefer to attend electronically via Zoom, submit a completed Request to Speak Form to clerk@cobourg.ca by 12 p.m. the business day prior to the meeting and you will be registered as a virtual speaker. For more information on speaking to Council, refer to the Request to Speak form. 

A delegation is an opportunity to appear before Council, a Committee or Board to present information not already included on the Council Agenda.  The purpose of the delegation process is to allow members of the public to make their views known to Council.  

If you are interested in appearing in person at a Council, Committee or Board meeting to present information or an opinion on a matter, you will need to:

  • Fill out the Delegation Request Form (you may need to download the form in order to fill it in digitally and save)
  • Submit the Delegation Request Form to the Clerk's Division no later than 12:00 p.m., 9 days prior to the meeting. The form can be submitted by email to clerk@cobourg.ca  or in person or by mail to 55 King Street West, Cobourg, ON K9A 2M2.
  • Ensure your Delegation is no longer than ten (10) minutes.
