Town of Cobourg Making Council Agendas and Bylaws More Accessible

Power Pages Website Launch

Cobourg, ON (July 30, 2025) – The Town of Cobourg would like to inform the community of a new way to access council agendas and bylaws.

Power Pages is a new feature of the Town of Cobourg website where a complete list of council agendas, council minutes, and municipal bylaws─including a separate frequently referenced bylaws list─can be easily accessed and referenced based on subject matter. Residents are now able to look through an extensive backlog of previous bylaws and minutes.

Creating Greater Engagement with Council
The launch of Power Pages is a continuation of the initiative to promote accessibility and transparency within council, as well as to encourage community engagement. Since the beginning of term, the Mayor and Council have introduced open office hours and additional opportunities to meet with residents. In April 2023, the Town initiated a review of its governance by-laws and policies. The goal was to streamline processes and improve the efficiency of the business of Town Council and its Committees and Boards. Through this, Council has introduced additional opportunities for residents to speak to items listed on the agenda, or initiate important discussion with Council. Now, with this new website feature, residents can easily access council agendas and minutes if they aren’t able to attend meetings or watch meeting livestreams. 

Speaking
If you wish to speak to Council regarding an item on a meeting agenda, you may attend the meeting in-person or electronically. 

To speak in-person fill out a Request to Speak form at the meeting and provide it to Clerk’s staff. This form does not require advanced submission. 

If you prefer to attend electronically via Zoom, submit a completed Request to Speak Form to clerk@cobourg.ca by 12 p.m. on the business day prior to the meeting and you will be registered as a virtual speaker.

Submit Correspondence to Council 
If you cannot attend a meeting, you can still submit written correspondence to clerk@cobourg.ca. Correspondence received by 12 p.m. the business day prior to the meeting will be circulated to Council prior to the meeting.

Speak to an Item Not Included on the Agenda
If you are interested in appearing in person at a Council, Committee or Board meeting to present information or an opinion on a matter not included on the agenda, submit a Delegation Request Form to the Clerk's Division by 12 p.m., nine days prior to the meeting. Written comments submitted to Committee or Council, including your name, the name of the organization you represent (if applicable) and street address, will become part of the public record and posted on the Town’s website, pursuant to Section 27 of the Municipal Freedom of Information and Protection of Privacy Act. The listing of your name in connection with an agenda item may be indexed by search engines like Google.

Council Meeting Livestream 
To watch a Council Meeting virtually, visit the Town Council Meeting webpage at www.cobourg.ca/escribe and click on the corresponding date on the council calendar. The livestream link will be available 30 minutes prior to the meeting and a recording will remain available to watch after the meeting is complete.
