Public Meeting for Zoning By-law Amendment Application and Draft Plan of Subdivision

New phase of homes in the Cobourg Trails residential subdivision (Phase 4B)

Cobourg, ON (October 3, 2025) The Corporation of the Town of Cobourg would like to inform residents that the town has recieved a complete application for a Zoning By-law Amendment by Tribute Homes Inc. under Sections 34 of the Planning Act, R.S.O. 1990 c.P. 13, as amended.

The Municipal Council of the Town of Cobourg will hold a Public Meeting regarding the aforementioned applications on October 22, 2025, at 4:00 pm in the Council Chambers, 3rd Floor East Wing, Victoria Hall, 55 King Street West, Cobourg in accordance with the provisions of the Planning Act, R.S.O. 1990 c.P. 13, as amended.

Zoning By-law Amendment and Draft Plan of Subdivision
Part of Lot 13, Concession 1, Part 2, Plan 39R-2207 (Generally bound by Danforth Road to the north, Brook Road North to the east, Denton Drive to the south, and Alder Road to the west).

The Zoning By-law Amendment Application (File No. ZB-2024-003) proposes a new phase of homes in the Cobourg Trails residential subdivision (Phase 4B) with changes to Zoning By-law 85-2003 to increase lands within the Environmental Constraint (EC) Zone, permit up to 36 single detached dwellings (pending the partial closure of the Brook Road unopened road allowance) on the subject lands (within the CER1(H) Zone), and allow for a new stormwater management pond (within the OS Zone). 

Draft Plan of Subdivision (File No. SUB-2024-002) is being considered in parallel with the Zoning By-law Amendment application. The Draft Plan of Subdivision application, if approved, will create residential blocks, public right-of-ways, walkways and open space, a stormwater management pond, and an environmental protection block for Phase 4B of the Cobourg Trails subdivision. The Town is considering these applications concurrently, and the details will be presented at this meeting.

In-person public meetings will be convening in the 3rd Floor Council Chambers, Victoria Hall, 55 King Street West, Cobourg or if you wish to participate via Zoom Video Conference, please register with Brent Larmer, Municipal Clerk, via e-mail at
clerk@cobourg.ca or by phone at (905) 372-4301 no later than 4:00 pm October 21, 2025. If you have limited access to technology or do not wish to participate via electronic platform, you may use a telephone and call in to participate. Alternatively, written submissions to the Municipal Clerk, 55 King Street West, Cobourg, Ontario, K9A 2M2 in advance of the Public Meeting is encouraged and will be made available to any interested person at the Meeting.
