Notice of Public Information Centre 1: Sanitary Sewershed Master Plan
WPCP No. 1 and Lakeview/Forth Street and Monks Cove Sanitary Pump Stations
Cobourg, ON (January 19, 2026) – The Town of Cobourg (Town) is undertaking a Master Plan study to identify the potential sewage system improvements required to address projected growth. The existing wastewater system is serviced by Water Pollution Control Plant (WPCP) No. 1 and associated pumping stations; however, projected growth in the sanitary sewershed area is expected to exceed system capacity. This study will assess the existing wastewater treatment plant and pumping stations and identify the operational and capacity improvements required to meet future demands.

The Process
This study is being undertaken in accordance with Approach #3 of the Master Planning Process, as outlined in Section A.2.7 of the Municipal Class Environmental Assessment (MCEA) document (2024). As such, this Master Plan will address Phases 1 through Phase 4 of the MCEA process to fulfill the requirements for any recommended Schedule B and C projects identified within it.
Public Information Centre 1
Two Public Information Centres (PICs) are currently planned as part of this study. The first PIC has been scheduled to introduce this study and to gather your feedback on the study background, existing study area conditions, the problems and opportunities, preliminary evaluation criteria, evaluation of alternative solutions, and next steps in the study process. Members of the study team will be present to discuss the study with you and answer any questions you may have.
The first in-person PIC will be held in a drop-in format and has been scheduled as follows:
Date: Monday, February 2, 2026
Location: Cobourg Community Centre, 750 D’Arcy Street
Time: 5:00 PM to 7:00 PM
For those unable to attend this in-person PIC event, a copy of the PIC materials and a comment form will be posted for review on the study website (www.cobourg.ca/reportsandstudies) on Tuesday February 3, 2026. It would be appreciated if comments were received by February 27, 2026.
