Cobourg Celebrates Completion of Elevated Tank and Booster Pumping Station
$3.6 million investment from Investing in Canada Infrastructure Program’s (ICIP) Green Infrastructure Stream
Cobourg, ON (November 12, 2025) – The Town of Cobourg and Lakefront Utilities Services Inc. (LUSI) are pleased to announce the completion of the D’Arcy Elevated Tank and Booster Pumping station located at 700 D'Arcy Street.
Town of Cobourg senior leadership and Council, along with LUSI directors and staff, were joined by MPP David Piccini for Northumberland-Peterborough South to mark the occasion. The Elevated Tank and Booster Pumping Station are located just southeast of the Cobourg Community Centre (CCC) at 700 D’Arcy Street.
The 5,000 m³ facility represents a forward-thinking approach to efficient service delivery and sustainable community development. Uniquely conceived and constructed, the structure incorporates a three-pump booster station on the first floor of the tank while being fully capable of independent operation from the tank itself. The second-floor houses electrical, chemical and support amenities, while the third floor provides a dedicated space and specialized infrastructure for telecommunications providers. By uniting these essential functions within a single, secure and purpose-built facility, this project demonstrates exceptional ingenuity, cost efficiency and long-term value for our community.
The facility incorporates a decorative lighting system. This option will allow the CCC to uniquely illuminate the tank and memorably celebrate occasions for years to come.
About the Elevated Tank and Booster Pumping Station Project
In May 2022, Lakefront Utility Services Inc. initiated a study to address capacity limitations in the Town of Cobourg’s drinking water system. The goal of the study was to identify the preferred location for a new Elevated Tank and Booster Pumping Station. The need for this project was documented in the Town of Cobourg’s Drinking Water System Master Plan, completed in 2021.
Various potential locations were identified for the new Elevated Tank and Booster Pump Station. Each location was evaluated based on its impact on the natural environment, social/cultural impacts, technical merits and financial cost. The preferred site was identified as 700 D’Arcy Street, southeast of the CCC.
The Cobourg Drinking Water System (DWS) is owned by the Town of Cobourg and operated by Lakefront Utility Services Inc. The Cobourg DWS draws its water from Lake Ontario, supplying drinking water to the Town of Cobourg and some areas of Hamilton Township. As identified in the Cobourg DWS Master Plan completed in 2021, a solution was required to address storage capacity constraints in Zone 1 of the Town of Cobourg’s distribution system and pumping capacity limitations in Zone 2. The critical new infrastructure adds to the reliability and safety of Cobourg’s existing water distribution system for future generations and supports continued growth and new development in the community.
Investing in Canada Infrastructure Program
The Government of Canada has committed over $1.9 million and the Government of Ontario has committed over $1.6 million in funding towards this project through the Investing in Canada Infrastructure Program’s (ICIP) Green Infrastructure Stream. The program provides long-term, stable funding to help communities reduce air and water pollution, provide clean water, increase resilience to climate change and create a clean-growth economy. The program also aims to build strong, dynamic, and inclusive communities to ensure Canadian families have access to modern, reliable services that improve their quality of life.
