Welcome to the Town of Cobourg's Victoria Park Beach Page

Waterfront Parking Banner

Parking Enforcement Hours 

Waterfront parking, on-street and in waterfront parking lots, is enforced from 9am - 8pm, Monday to Sunday, holidays included, with the exception of the East Beach Parking Area, which is enforced from 9am to 4pm.  

Waterfront Parking Rates

Waterfront parking is $5.00/hr, with no parking maximum

Waterfront On-Street Payment Options:

Payment options for waterfront on-street parking include:

  • Parking Meters - Accept coin and credit card
  • Pay and Display - Accept coin and credit card 
  • Daily Waterfront Passes ($40/day - 9am to 8pm)
    • Daily Waterfront Passes can be purchased online or in the Finance Department at Victoria Hall, 55 King Street West
  • Resident Waterfront Passes (Residents only) 
    • Cobourg residents are eligible for the resident waterfront season pass. Passes are $40 and are eligible from Victoria Day to Labour Day. 
    • Cobourg residents who live within the East Beach Parking Area will receive a discounted rate of $20 for their Resident Waterfront Season pass.
    • Resident Waterfront Passes can be purchased online or in the Finance Department at Victoria Hall  
    • NOTE: One pass is permitted per residential address. Residents can register up to two vehicles per pass. However, only one vehicle can utilize the pass at a time.
  • HONK Mobile

On-Street Waterfront Parking

On-Street parking is available on the following streets:

  • Third Street, south of Albert Street 

  • Albert Street, between Third Street and Division Street 
  • Queen Street, north side, between Division and McGill Street, north side 
  • Queen Street, south side, between McGill and Church Street 
  • Queen Street, between Church Street and D'Arcy Street (Waterfront pass only)
  • Division Street, between Albert Street and Charles 
  • Division Street, south of Charles Street 
  • Charles Street, south side 
  • McGill Street, east side 
  • Church Street (Waterfront Pass only)

  • Paul Currelly Way 

  • Green Street (Waterfront Pass only)
  • Henry Street, between Bay and King Street (Waterfront Pass only)
  • Perry Street (Waterfront Pass only)
  • Bay Street (Waterfront Pass only)

Waterfront Parking Lots

Daily and hourly parking is available in the following waterfront Parking Lots. Waterfront Parking is $5.00/hour. There is no overnight parking at the waterfront. 

 

Waterfront Parking Lots:

  • Marina Lot (Waterfront Parking Pass or Marina Parking Pass)
  • The Esplanade, East and West 
  • Albert Street Lot (Waterfront Parking fees apply from Victoria Day to Thanksgiving)
  • Division Street Lot
  • McGill Street Lot (Waterfront Parking fees apply from Victoria Day to Thanksgiving)
  • Centennial Pool Lot

  • Eligible in all, waterfront on-street and pay and display lots except for the Charles St. lot which is reserved for resident waterfront seasonal passes

Resident Waterfront Seasonal Pass - $40 (9am to 8pm, Victoria Day to Thanksgiving)

  • Cobourg residents only 
  • Eligible in all on-street and pay and display waterfront areas

  • Seasonal passes are eligible from Victoria Day to Thanksgiving

    • Resident Waterfront Passes can be purchased online or in the Finance Department at Victoria Hall  
    • NOTE: One pass is permitted per residential address. Residents can register up to two vehicles per pass. However, only one vehicle can utilize the pass at a time.

East Beach Area Resident Waterfront Season Pass - $20.00 (Victoria Day to Thanksgiving)

  • Eligible in all on-street and pay and display waterfront areas

  • The Beach Area Resident Waterfront Seasonal passes are eligible for all residents whose homes are located within the new East Beach Parking Area 

  • Seasonal passes are eligible from Victoria Day to Thanksgiving

    • Resident Waterfront Passes can be purchased online or in the Finance Department at Victoria Hall  
    • NOTE: One pass is permitted per residential address. Residents can register up to two vehicles per pass. However, only one vehicle can utilize the pass at a time.

 

Note: Apartment Buildings and Units

For those who live in an apartment or multi-unit building, please enter the street number without the unit number when applying for your pass online.

 East Beach Parking Area

On-street parking, east of Victoria Park, as identified in the Map below, will now be pass holder parking only.

  • Daily Waterfront Parking Pass

  • Resident Waterfront Seasonal Pass

  • East Beach Area Resident Waterfront Season Pass

 Overnight parking is permitted only within the East Beach Parking Area.

Cobourg Resident Parking Lot

The Charles street lot has been designated as a resident only parking lot. Resident and East Beach Area Resident Waterfront Passes are permitted only.

Drop Off Locations

There are four (5) drop off locations adjacent to Victoria Park and Victoria Beach. Drop off locations are located at:

  • King Street at Church Street
  • Bottom of McGill Street
  • Church Street at Perry Street
  • Paul Currelly Way (North and South)

  • Fail to pay to park in Parking Meter/Pay and Display Lot at the Waterfront Parking Area - $160.00
  • Park expired time at a Parking Meter or Pay and Display area - $160.00

Tips for avoiding parking tickets 

Tips for avoiding parking tickets: 

  • Watch for signs
  • Read parking meters and pay and display machines
  • Do not park in accessible spaces unless you have a valid permit
  • Do not park on or over sidewalks
  • Check the Parking By-law to make sure of winter parking regulations
  • Call the Engineering Department at (905) 372-4555 or rchampagne@cobourg.ca if you are not sure of restrictions in an area.

 

     

 

Victoria Beach Hours of Operation

Victoria Beach is open daily, Monday to Sunday

Hours: 7 a.m. - 11 p.m. 


Reservations are not required.

Washrooms

Public washrooms are available at the Victoria Park Canteen.
Washrooms are open daily from 8am to 8pm from the May long weekend to Thanksgiving weekend. 

Splash Pad

The Splashpad is now open daily from 8 a.m. to 8 p.m.

 Other Facilities and Amenities

Our beach offers many facilities and services for residents and visitors alike, including:

  •  Picnic areas and tables (open)
  • Two food trucks are available: Hot Diggidy Dog and Personal Touch Catering 
  • Washrooms 
  • Two playgrounds (open)
  • Splash pad (open)
  • Foot bath area 
  • Fenced basketball court (open)

Bylaws and Reminders - What You Can and CANNOT Do

The Parks Use Bylaw 022-2016 is a bylaw that regulates, manages, protects, controls and governs the use and maintenance of all public parks, public open spaces, including the beach, harbour, trails and other public facilities within the Town of Cobourg. 

As a reminder, the Parks Use Bylaw does not permit individuals on the Victoria Park Beach to: 

  • Consume alcohol
  • Bring dogs on the beach
  • Utilize the beach between the hours of 11 p.m. until 7 a.m.
  • Light bonfires
  • Use a BBQ or cooking device
  • Operate loud speakers or sound amplifying equipment
  • Install or erect a permanent enclosed tent or structure

The Town of Cobourg’s Bylaw Enforcement Officers have the authority to enforce all Town bylaws. The Town and Cobourg Police Service respectfully request cooperation from all those persons enjoying the Victoria Park Beach during the remaining summer season. 


Reporting Non-Compliance at the Victoria Park Beach
Residents and visitors are urged to continue reporting compliance and enforcement issues by calling the Town of Cobourg at 905-372-4301, the Cobourg Police Service at 905-372-6821 or by emailing bylawenforcement@cobourg.ca.  

 

 

 

 Beach Courtesy Reminders

Cobourg's accessibility mat is available for everyone to use. However, we ask that you please be cautions to not block the mat for those who use mobility devices such as a wheelchair or walker, or those who have strollers and/or require stable ground to access the beach.

 

The accessibility mat can be accessed from the midpoint of the Victoria Beach boardwalk at the gazebo (center of the beach) and runs south to the water's edge.

How will people be notified of a beach closure?

The Town of Cobourg notifies the public immediately using the following methods:

  • Website Homepage Updates

West Beach

Cobourg's West Beach is located just west of Victoria Park. This beach has a mix of pebbles and sand, a naturalized grass area and a boardwalk that runs from Hibernia Street to Ontario Street. We have an Ecology Garden to the north, which is a naturalized garden maintained by our local residents.

Water Quality Testing

The Haliburton, Kawartha, Pine Ridge District Health Unit annually monitors the recreational water quality at public beaches each year for levels of E. coli bacteria and Blue-Green Algae (cyanobacteria) from the beginning of June until the end of August. If a beach is deemed unsafe to swim, it’s due to high counts of bacteria in the water. View the current beach water quality testing results.
