In the early 1980's, an Engineer's report for Cobourg projected significant residential and industrial development in the east end of town.  In anticipation of this robust growth, the Town created the Lucas Point Industrial Park and constructed a new Sewage Treatment Plant within it in 1984.  In 1992, the capacity of the Lucas Point Plant (i.e. Plant #2) was doubled and a Sequence Batch Reactor (SBR) was added.  The SBR was installed to pre-treat leachate from the Town's Eagleson Landfill site.  The SBR was the first of its kind in Ontario at the time.  It was capable of treating 227 m3of leachate per day.  The pre-treatment was required to reduce the strength to the leachate and allow it to comply with the Town's Sewer Use Bylaw limits.

By comparison, even after the 1992 expansion, Plant #2 is much smaller than Plant #1.
