The Town of Cobourg monitors, regulates and enforces parking on Town streets in order to meet the needs of residents, businesses and visitors.

As of January 1, 2023, parking rates as well as monthly parking pass fees will increase as follows:

Downtown Hourly Parking Options

Daily Parking Permits:

  • Daily parking permits can be purchased for $8.00/day, valid in all Municipal Lots from October to May; starting Victoria Day weekend to Thanksgiving weekend, daily parking passes will be valid in the Covert St. parking lot only ($8/day).

 

On-Street Paid Parking: 

Downtown, on-street parking rates are $1.25/hr. with a 3-hour maximum.

*NEW - As of January 1, 2023, on-street parking rates will be $1.75/hr. with a 3-hour maximum.
 

Payment options for Downtown on-street parking include:

  • Parking Meters - Accept coin and credit card 
  • Pay and Display - Accept coin and credit card
  • HONK Mobile
  • Upgrades to parking infrastructure will also include Interac

Monthly parking permits can be purchase for the following municipal lots:

  • Trinity Parking Lot

Please note, the Town of Cobourg has enhanced its parking management software and will require your license plate number as well as the make of your vehicle to issue your parking permit.

Downtown Accessible Monthly Parking Permit

As part of the Town’s commitment to accessibility and reducing barriers, the Town is introducing a monthly accessible parking permit valid on-street or in downtown municipal lots. Drivers that have a valid Ontario issued parking permit, may purchase a Accessible Downtown Parking Permit for $25.00.

*NOTE: As of January 1, 2023, the Accessible Downtown Parking Permit will be $30.00/month

 

The Downtown Accessible Parking Permit will be valid on-street or in any downtown municipal lot where permit parking is permitted. To be eligible to obtain a monthly Cobourg Accessible Parking Permit, a photo of a valid Ontario issued Accessible Permit must be uploaded/shown at the time of purchase. 

Free Parking Areas

The Town of Cobourg offers two (2) hours free parking in the following downtown municipal lots:

  • Covert Street Parking Lot
  • Second Street Parking Lot
  • Victoria Square Parking Lot
  • Third Street Parking Lot
  • Hibernia Street Parking Lot
  • Albert Street Lot (Thanksgiving to Victoria Day)
  • McGill Street Lot (Thanksgiving to Victoria Day)

 

Parking in Municipal Downtown parking lots is free for two (2) hours maximum. If you would like to park for longer, you must purchase a Downtown Parking Permit 

Downtown Parking Enforcement Hours

Parking on-street and in municipal parking lots is enforced between 8am and 6pm Monday to Sunday, holidays included. 

Set-fines

  • Fail to pay to park in Parking Meter/Pay and Display Lot at the Downtown Parking Area - $40.00
  • Park expired time at a Parking Meter or Pay and Display Area - $40.00

Challenging a Parking Ticket

An individual who receives a parking ticket and wishes to challenge it has 15 calendar days to note their intent to appear in court by: 

 

  • Signing option #2 on the back of their parking ticket 
  • Individuals may chose to challenge the evidence of the Officer who completed the Parking Infraction Notice. If the individual selects NO, the Officer may not attend and the Prosecutor may rely on certificate statements as evidence

Hours of Enforcement

Waterfront parking, on-street and in waterfront parking lots, is enforced from 9am - 8pm, Monday to Sunday, holidays included, with the exception of the East Beach Parking Area, which is enforced from 9am to 4pm.

  • Third Street, south of Albert Street 

  • Albert Street, between Third Street and Division Street 
  • Queen Street, north side, between Division and McGill Street, north side 
  • Queen Street, south side, between McGill and Church Street 
  • Queen Street, between Church Street and D'Arcy Street (Waterfront pass only)
  • Division Street, between Albert Street and Charles 
  • Division Street, south of Charles Street 
  • Charles Street, south side 
  • McGill Street, east side 
  • Church Street (Waterfront Pass only)

  • Paul Currelly Way 

  • Green Street (Waterfront Pass only)
  • Henry Street, between Bay and King Street (Waterfront Pass only)

    • Cobourg residents are eligible for the resident waterfront season pass. Passes are $40 and are eligible from Victoria Day to Labour Day. 
    • Cobourg residents who live within the East Beach Parking Area will receive a discounted rate of $20 for their Resident Waterfront Season pass.
    • Resident Waterfront Passes can be purchased online or in the Finance Department at Victoria Hall  
    • NOTE: One pass is permitted per residential address. Residents can register up to two vehicles per pass. However, only one vehicle can utilize the pass at a time.
  • Daily Waterfront Passes ($40/day - 9am to 8pm)
    • Daily Waterfront Passes can be purchased online or in the Finance Department at Victoria Hall, 55 King Street West

Resident Waterfront Seasonal Pass - $40 (9am to 8pm, Victoria Day to Thanksgiving)

  • Cobourg residents only 
  • Eligible in all on-street and pay and display waterfront areas

  • Seasonal passes are eligible from Victoria Day to Thanksgiving

    • Resident Waterfront Passes can be purchased online or in the Finance Department at Victoria Hall  
    • NOTE: One pass is permitted per residential address. Residents can register up to two vehicles per pass. However, only one vehicle can utilize the pass at a time.

East Beach Area Resident Waterfront Season Pass - $20.00 (Victoria Day to Thanksgiving)

  • Eligible in all on-street and pay and display waterfront areas

  • The Beach Area Resident Waterfront Seasonal passes are eligible for all residents whose homes are located within the new East Beach Parking Area 

  • Seasonal passes are eligible from Victoria Day to Thanksgiving

    • Resident Waterfront Passes can be purchased online or in the Finance Department at Victoria Hall  
    • NOTE: One pass is permitted per residential address. Residents can register up to two vehicles per pass. However, only one vehicle can utilize the pass at a time.

 

Note: Apartment Buildings and Units

For those who live in an apartment or multi-unit building, please enter the street number without the unit number when applying for your pass online.  

Waterfront Parking Lots

Daily and hourly parking is available in the following waterfront Parking Lots. Waterfront Parking is $5.00/hour. There is no overnight parking at the waterfront. 

 

Waterfront Parking Lots:

  • Marina Lot (Waterfront Parking Pass or Marina Parking Pass)
  • The Esplanade, East and West 
  • Albert Street Lot (Waterfront Parking fees apply from Victoria Day to Thanksgiving)
  • Division Street Lot
  • McGill Street Lot (Waterfront Parking fees apply from Victoria Day to Thanksgiving)
  • Centennial Pool Lot

 East Beach Parking Area

On-street parking, east of Victoria Park, as identified in the Map below, will now be pass holder parking only.

  • Resident Waterfront Seasonal Pass
  • East Beach Area Resident Waterfront Season Pass

 

Overnight parking is permitted only within the East Beach Parking Area.

Cobourg Resident Parking Lot

The Charles street lot has been designated as a resident only parking lot. Resident and East Beach Area Resident Waterfront Passes are permitted only.

There is no overnight parking, between the hours of 11 p.m. and 6 a.m., at the waterfront with the exception of the East Beach Parking Area

 

Waterfront Parking Enforcement Hours

Paid parking within the Cobourg Waterfront is enforced from 9am – 8pm, from Victoria Day to Thanksgiving with the exception of the East Beach Parking Area which is enforced from 9am – 4pm.

There are four (5) drop off locations adjacent to Victoria Park and Victoria Beach. Drop off locations are located at:

  • King Street at Church Street
  • Bottom of McGill Street
  • Church Street at Perry Street
  • Paul Currelly Way (North and South)

Set fines

  • Fail to pay to park in Parking Meter/Pay and Display Lot at the Waterfront Parking Area - $160.00
  • Park expired time at a Parking Meter or Pay and Display area - $160.00

  Winter Parking

 Winter Parking - All collector and arterial roads as designated by the Town of Cobourg
 

Winter parking is in effect annually from November 1 to March 31 between 2:00 a.m. and 7:00 a.m. on certain streets. For a list of streets that you cannot park on overnight, please see the Town of Cobourg Winter Parking Map below or view the interactive map.

No parking at all times between November 1 to March 31st for Winter Maintenance on the following cul-de-sacs and wide corners:

*Please note: Parking is not prohibited on the full street of a cul-de-sac, only on the wide corners and turning circles as illustrated on the Schedule PP Map. Wide corners and turning circles are designed for the purpose of allowing for the large turning movements of snow plows and emergency vehicles and which must remain clear of parked vehicles to ensure adequate snow removal for emergency services access.”

Frequently Asked Questions

How does the Town know I’ve paid for parking if I buy my ticket on HonkMobile?

Each parking transaction through HonkMobile is registered with your licence plate. Parking enforcement officers have a real-time list of compliant plates available on their handheld devices. You do not need to display anything in your vehicle.

Can I use Honk to reserve a parking spot?

No. All parking is first-come-first-serve. While it is possible to purchase your parking through HonkMobile before you arrive at the parking lot, please keep in mind that HonkMobile does not reserve you a spot or guarantee that space will be available when you arrive. We recommend that you wait to purchase your parking after you have located an appropriate space.

What methods of payment are available?

Most customers use a credit card, but Honk also accepts PayPal, VISA debit and Masterpass digital wallet. Cash and credit cards will still be accepted at pay & display machines.  Coins are still accepted at parking meter locations.

I need proof of payment for my parking. How do I get a receipt?

Once you’ve paid for parking, Honk will email you a receipt. You can also view all your transactions by visiting the Receipts page in your profile.

What happens if I get a ticket but I have paid through Honk?

However infrequently, mistakes happen. Please ensure that the license plate entered in the app matches the one on the infraction. If you still believe that you have received a ticket in error, you may contact the Engineering Department at 905-372-4555.
