Town of Cobourg Re-opens Victoria Hall for Walk-in Services
The Town of Cobourg is pleased to announce the reopening of Victoria Hall, as well as other municipal buildings to the public for walk-in services.
“We are very pleased to welcome our community back for in-person appointments within many of our municipal buildings. Our online, phone and drop-box services are still available and will continue to be offered as an alternative to coming into Victoria Hall,” said Tracey Vaughan, Chief Administrative Officer for the Town of Cobourg.
The following buildings, departments and community organizations are re-opened to the public for municipal services:
Victoria Hall (55 King Street West)
The Victoria Hall lobby is now open to the public Monday to Friday from 8:30 a.m. to 4:30 p.m. Please enter through the main doors then proceed to the appropriate department.
Finance/Administration
Debit and cheque payments are preferred for the following transactions:
- Garbage Tags
- Parking Ticket Payments (can also be paid online https://parking.cobourg.ca/)
- Parking Permits (can also be paid online https://parking.cobourg.ca/)
- Tax Payments (online banking payments, drop box and mail still preferred)
- Transit Passes

Parcels and Deliveries
All deliveries to Victoria Hall can now be received through the front doors.
Building and Planning
Virtual consultations and meetings will continue, and the following in-person services will be made available through the Building and Planning Department:
- Building, Sign, Pool & Plumbing Permit administration, including application receipt, processing, payment, plans review, inspections, enforcement.
- Liquor license approvals.
- Emergency building inspections, property standards services and other critical life safety related matters.
- Permit database management and reporting (CityWorks Permits, Land and Licensing – PLL).
- Review of Planning Act applications.
- Review of Heritage Act and Heritage Permit applications.
- Information requests or complaints that involve emergency and/or life safety related matters.
- Planning Act application database management and reporting (CityWorks Permits, Land and Licensing – PLL).
All business and communication are encouraged to continue through email, video conferencing or by phone, and application and plan submissions be conducted using digital means and/or courier wherever possible. Office of the Clerk/Bylaw
- In-person commissioning services and marriage licences will continue to be provided.
- Hybrid Council, Committee and Public Meetings will continue until further notice.
- In-person inquiries of the Municipal Clerk Office to be provided.
- In-person Dog Tag Licensing to be provided.
- Bylaw enforcement operating as usual.
Public Works
Operating business as usual. All business and communication are encouraged to continue through email, video conferencing or by phone. The Roads and Sewers Department can be contacted to report a maintenance concern 24 hours every day by calling 905-372-9971 or reporting online at: https://www.cobourg.ca/en/town-hall/Report-a-Problem.aspx#.

Parks, Recreation, & Facilities
The Cobourg Community Centre is open to the public.
For additional questions call 905-372-7371 from Monday to Friday from 8:30 a.m. until 4:30 p.m.
Fire
The Fire Department Administration Building is open to the public with COVID-19 precautions in place Monday to Friday from 8 a.m. until 4 p.m. Please use main entrance, visitors will be limited to one visitor inside the lobby at a time. Visitors must follow COVID safety precautions.
Residents are encouraged to continue to access services remotely whenever possible. In-person appointments can also be made by calling the Fire Administration Building at 905-372-9789 or by emailing fire@cobourg.ca. At this time the building is not open to station tours or meeting room rentals.
Library
The Cobourg Public Library is open to the public and has the following operational hours:
- Monday to Wednesday from 10 a.m.-8 p.m.
- Thursday to Saturday from 10 a.m.-5 p.m.
- Sunday from 1-5 p.m.
Art Gallery of Northumberland

Venture13 Innovation and Entrepreneurship Centre
The Venture13 Innovation and Entrepreneurship Centre is open to the public.

As the Town of Cobourg reopens municipal buildings, services and programs residents are reminded that public health protocols will continue to be implemented, including self-screening and wearing a mask upon entry to all facilities and maintaining proper physical distancing.
