  DIRECTOR OF PARKS, RECREATION, TOURISM AND CULTURE 

REGULAR FULL TIME

The Corporation of the Town of Cobourg has an opening for a regular full-time Director of Parks, Recreation, Tourism and Culture.

Reporting to the Chief Administrative Officer, this position is responsible for providing overall administration and direction to the Town’s Recreation, Parks, Tourism and Culture division including recreation facilities, parks and tourism departments.

Responsibilities:
• Responsible for the overall management, development and provision of services and programming for facilities related to the following areas:
• Recreation; Cobourg Community Centre, Memorial Arena• Responsible for all parks
• Facilities under the parks department Tourism and Events
  o Dressler house
• Participation with the CAO and other Departmental Directors in Strategic
• Planning; coordination and review of inputs from sections of the department.
• Responsible for the long term planning of operational and capital needs for Recreation facilities, parks and possible cultural assets based on industry trends in and the needs of the community. Implementation and maintenance of the existing of a Recreation and Parks Master Plan. Development and Implementation of a Cultural Master Plan.
• Responsible for the business development and marketing of the recreational facilities, tourist assets and possible cultural assets to interest groups across the province and the region.
• Acts as a liaison and/or resource to government departments (Recreation, Tourism, Culture), recreation groups, community organizations, consultants and municipalities to further the parks, recreation, tourism and cultural portfolios.
• Development and implementation of service standards, policies and procedures for the Division.
• Develops new or revised programming to maximize the use of recreational facilities by consulting with community groups and the public as to needs and potential usage.
• Researches grant opportunities and completes applications, reports and budgets and conducts meetings with officials as required.
• Acts as administrative liaison to Parks and Rec Committee and Community Services, arranging meetings, preparing agenda and acting as a resource to members.
• Prepares 5 year capital budget program for all buildings and equipment. Provides technical leadership in the development and implementation of a preventative (life cycle) maintenance program for the Town’s parks, recreation, tourism and cultural assets.
• Recommends to Council the type and location of properties required for parks, recreation and cultural development, the acquisition of specific properties and the expansion, renovation, replacement or modification of existing facilities.
• Direct the overall management of a portfolio of capital projects from concept through to completion to facilitate the growth of recreation, parks, tourism and culture

Human Resources:
• Oversee and provide direction to the direct reports (as shown by the organization chart).
• Manage and coordinate the professional services that are purchased by the Department of Parks, Recreation and Tourism in carrying out the Council assigned departmental responsibilities including the town’s solicitor and other required specialized consulting services.
• Understand and ensure compliance of the Occupational Health and Safety Act and
Regulations to ensure the health and safety of their direct reports. Understand and enforce the Town’s Health & Safety policies and procedures.
• Perform regular performance reviews including the establishment and maintenance of work plans. Engage in ongoing feedback with regard to staff goals, objectives and performance.

Required Skills and Qualifications:
• An undergraduate or master’s degree in recreation, public administration or a related discipline
• 7-10 years’ experience managing parks, recreational and cultural facilities preferably in a municipal setting.
• A thorough working knowledge of recreational and cultural program development, design, delivery and evaluation for a variety of age groups.
• Strong ability to develop and administer budgets (Capital and Operational). 
• Ability to deal effectively with staff, all departments, other levels of government, contractors, architects and/or consultants, community groups/stakeholders, facility users and the general public.
• Strong interpersonal, communication (written, oral and interpersonal), project/time management, analytical problem-solving, organizational, public relations, presentation, strategic planning, report writing, negotiation, team building, leadership and
supervisory skills.
• Proven experience in marketing, event planning and fundraising is an asset
• Strong background in planning and project management. 
• Proficiency in Microsoft Office and other software applications

This position is governed by the Town’s Non-Union Policies and Procedures.

The wage scale for this position is $ 103,917 – $121,569 annually plus a competitive benefit package.

EVENT ASSISTANT – COBOURG COMMUNITY CENTRE
CONTRACT POSITION

Under the direction of the Facility Manager and the Sport and Events Coordinator, the Event Assistant will assist with the planning and execution of events at the Cobourg Community Centre.

Responsibilities:

• Provide on-site event assistance to external and internal groups with direction from the Sport & Event Coordinator.
• Help to coordinate event set up and tear down.
• Liaise with customers in the weeks leading up to events, assisting with preliminary event planning, and logistics. Assist customers with questions and concerns before, during and after events.
• Research and source materials/supplies for events and other programming within a budget.
• Respond to emergencies or incidents associated with events and help find solutions to problems.
• Participate in any trainings pertaining to the Event Assistant role such as audio/visual instruction and customer service.
• Assist with the recruitment and management of volunteers.
• Perform related administrative tasks.
• Respond to concerns and enforce space usage guidelines and policies.
• Assist with the scheduling of all Town owned recreation facilities for regular league programming.
• Fulfil other responsibilities as assigned by the Sport & Event Coordinator or other Cobourg Community Centre staff.

Required Skills and Qualifications:

• Previous event planning/execution experience is required.
• Strong customer service, problem solving, communication (written & verbal) and organizational skills
• Able to work well under pressure and handle stressful situations in a delicate manner
• Able to work independently and as part of a team
• Experience using recreation booking/registration software or equivalent
• Able to lift up to 20lbs and be on your feet for extended periods of time
• Available to work evenings and weekends on a regular basis
• Strong computer skills including Microsoft Office programs and website management
• A post-secondary education in Event Planning, Facility Management or Sport Administration is an asset
• Sports knowledge, including soccer, basketball, volleyball and ice hockey is an asset


This position is governed by the Town’s Non-Union Policies and Procedures.

The hourly rate for this position is $ 25.00 per hour. This position also requires flexible hours of work on evenings and weekends.
