A general review and update of the existing Cobourg Official Plan and Secondary Plan policies is required to ensure consistency and effectiveness in accordance with provincial and local initiatives.

County of Northumberland Growth Management Study
The Growth Plan requires all municipalities to develop and implement, through their official plans and other documents, a strategy and policies to phase in and achieve intensification and the related intensification target established by the Province. The Plan requires that where planning is not conducted by an upper tier government (such is the case in Northumberland County), the affected lower tier municipalities and the upper-tier municipality will work together to implement the following policies found under Section 126.96.36.199 of the Growth Plan:
$ Allocate the growth forecasts provided in Schedule 3 to the lower-tier municipalities.
$ Identify intensification targets for lower-tier municipalities, to achieve the intensification target and density targets for urban growth centres where applicable.
$ Identify density targets for the designated Greenfield areas of the lower-tier municipalities, to achieve the density target for designated Greenfield areas.
$ Provide policy direction on matters that cross municipal boundaries.
The County of Northumberland is the upper tier level of municipal government for seven local municipalities, however the County does not have a planning function or Official Plan. Accordingly, the County of Northumberland, in partnership with the Province and local area municipalities, is currently undertaking a comprehensive Growth Management planning exercise in an effort to properly implement the intensification and growth allocation policies.
A key component of the Cobourg Official Plan Review process is to draw upon the data compiled from the County Growth Management Study and incorporate policies which appropriately reflect the principles of the Provincial Growth Plan.

Official Plan Review Study Process
The Official Plan Review will be undertaken in the following Stages:
1. Background Review and Policy Option Formulation
This stage involves the background research and the development of an urban design vision. This information will be summarized in a report, together with options for future policy directions. A public open house and workshop will be held to review the results of this work.
2. Official Plan Amendment Preparation
Based on the background work, a draft Official Plan amendment will be prepared, as well as draft urban design and landscape guidelines. The draft documents will be reviewed at a public open house and workshop before being revised. The revised documents will be subject to formal public review at a public meeting held in accordance with the requirements of the Planning Act.
The work program is summarized in the following flow chart. The study schedule is designed so that the project is completed by the summer of 2009. However, the schedule as proposed may be modified depending on the status of the County’s Growth Management Study.
Public input is a key component of the study and is welcomed throughout the Official Plan Review process, with public open houses/workshops/meetings being held at key points in accordance with the work program. The website will provide links to public notices, and notes from meeting and/or workshop as they become available.
Throughout the Official Plan Review, there will be publication of notices of public sessions on the Town’s website and in the newspaper as required by the Planning Act, and directed by Council.
